Harlandale ISD is the lead agency in collaboration with Avance-San Antonio. The program operates on a 12-month basis, includes summer enrichment activities and meets all the Texas Education Agency requirements.
Project components are:
1. Parenting Education component consist of parenting instruction, toymaking,resource information and monthly home visits 2. Adult Literacy Instructional Programs to promote adult literacy and empower parents to support the educational growth of their children in order to prepare them for success in regular school. 3. Reading Readiness Activities Prepares children to enter school ready to read. Provide Kinder Readiness activities that focus on Communication, Problem Solving, and Life Skills using the City of San Antonio Kinder Readiness guidelines. 4. Child Development component consists of early childhood development education in a state licensed facility. This component emphasizes early language development, basic concept skills, and social competence, which enhance the cognitive, social, and physical skills required to succeed in school. 5. Career Readiness and Transitioning Services to higher education programs for assistance in college placement, & applying for financial aid.

Program Elements:
1. To identify and recruit eligible families most in need of services; 2. To screen and prepare parents and children to participate fully in the activities and services; 3. To provide services that are barrier free and promote active and consistent participation of families. 4. To enhance the role of parents as their child’s first teacher and to provide opportunities for adult literacy development; 5. To select qualified staff ; 6. To provide training and support to staff through supervision and staff development; 7. To provide instructional services to parents and children through home visits each month; 8. To engage parents and children in a year-round program; 9. To improve accessibility of services to parents through coordination and collaboration with other service providers on a monthly basis; 10. To use instructional programs based on scientifically based reading research for children and adults; 11. To encourage participating families to attend regularly and to remain in the program a sufficient time to meet their program goals; 12. To include reading readiness activities for preschool children based on scientifically based reading research, to ensure children enter school ready to read; 13. To promote the continuity of family literacy to ensure that individuals retain and improve their educational outcomes; 14. To provide for an independent evaluation of the program.
Eligibility Criteria:
Participant must have a literacy need, (GED / ESL classes) Must have a child age 0-3 Must reside in the targeted HISD schools area. Must participate in all components of the program to include: Parenting, Literacy, Home Visits, Child Development Education for children 0-3, PACT (Parent and Child Together Time),
Services:
GED/ESL literacy classes, home visits, transportation to all program activities, access to district/community resources, parenting and early childhood development education, Parent/Child Together Time activities (PACT), referral services, nutritional meals, and career enhancement activities.
